This maker's mark WP #178 'Elongated U in a Circle' is a pre-war mark.  It's a clear bold stamp on the seal of this 3 inch float.  It's an uncommon mark.

Believed to have originated in northern Japan and fished off the Kurile Islands.

This float has excellent provenance having come from the ex-Col. Rich Richardson collection.
